Creating hazardous travel or endangering drivers, self, or pedestrians on roadways. This can include, but is not limited to, creating or leaving hazards and/or obstructions in the roadway, not properly securing a load, or crossing the street as a pedestrian at a place that is not designated as a crosswalk or intersection.
